This gap creates bottlenecks in assessing the grid impacts of new DCL interconnections, leading to long delays in the permitting process. To address this, the Iowa State University (ISU) team will deliver EMT model templates for DCLs that can be tuned to match any vendor-specific model, enabling utilities to expedite the permitting of new DCL interconnection requests. The milestones below are tailored around Xcel Energy’s desire to collaborate but are flexible to the recipient’s requirements. Project Milestones • M1 (Weeks 1–30): Model Templates: Develop and validate parameterized EMT and phasor domain data center load models (including UPS, cooling, and servers) in PSS®E and PSCAD. • M2 (Weeks 31–60): Quality Testing Toolkit: Automate sanity checks and generate "model fingerprints" to easily compare vendor models and catch issues. • M3 (Weeks 61–90): Python Automation Suite: Build a suite for batch model building, simulation execution, and post-processing. • M4 (Weeks 91–101): Manual & Publication: Release full technical documentation and publish research in academic journals. • M5 (Weeks 102–104): Workforce Training: Host a hands-on workshop for utility staff.

We modeled the 6-MW Montezuma microgrid in PSCAD to assess the integration of a 2.5-MW solar farm and a 0.57-MW/1.5-MWh battery storage system with a new microgrid controller featuring auto-islanding and synchronization functions. Using PowerFactory, we developed phasor models of grid-forming and grid-following inverters for Connexus Energy to demonstrate DER black-start capabilities. In collaboration with INS-Engineering, we created generalizable EMT models of large data centers, including UPS, server loads, and cooling systems, with advanced fault-ride-through capabilities. This model has been submitted to ERCOT for review, and once approved, it will be released to support “interconnection permitting” of large loads.

EPRC is hosting the Conference on “Planning and Grid Operation for Large Loads” in May 2026. Our modeling capabilities are supported by full licenses for tools including PSS®E, PSCAD/EMTDC, PowerFactory, and MATLAB/Simulink. Additionally, our OPAL-RT and power amplifiers facilities support for real-time HIL studies. ISU’s High-Performance Computing cluster enables scalable and parallel EMT simulations of large, complex loads. Dr. Wang and Dr. Maharjan lead a strong research team of three postdocs and seven PhD students.

Inputs required from voucher recipients

Voucher recipients are encouraged to provide following items for efficient development of the proposed capability: (1) Updated EMT requirements or modeling standards to follow while developing positive-sequence and EMT models. (2) Anonymized data center or power-electronic load specifications for validation. (3) Access to technical personnel for periodic review and feedback on toolkit usability. (4) Temporary access to specific software licenses if proprietary plugins are required.

Geographic Constraints

We provide services across all US states and territories. We have expert knowledge of NERC/IEEE standards and specific regional familiarity with MISO, SPP, and WECC rules. We are willing to travel to any domestic region for training and implementation.

Additional details on matching preferences

This Modeling and Quality Testing Suite is targeted toward Transmission Planning Engineers, Interconnection Study Teams, and ISO/RTO technical staff who handle the integration and reliability studies of large power-electronics and data center loads. The proposed capability is specifically useful for large utility systems that face high volumes of DCL interconnection requests or already manage high-density data center clusters. The accompanying training program is optimized for small to medium groups of 5–15 individuals to ensure effective hands-on learning and long-term tool adoption by utility teams.
